Authorizes temporary employment of railroad special officers pending gubernatorial appointment if candidates meet law enforcement qualifications under section 943.13.

Requires railroad special officers to have the same training and qualifications as law enforcement officers under sections 943.13 and 943.135(1), with Class I, II, and III railroads bearing all training and continuing education costs.

Defines "railroad special officer" as a person employed by a Class I, II, or III railroad and appointed or pending appointment by the Governor.

Establishes enhanced criminal penalties for assaults and batteries against railroad special officers, including reclassification of offenses to higher felony degrees with mandatory minimum sentences matching those for law enforcement officers.
