Requires health insurers, corporations, and health maintenance organizations to provide coverage for telemedicine services delivered through synchronous video conferencing, remote patient monitoring, asynchronous health images, or mobile health devices.

Prohibits insurers from excluding telemedicine services from coverage solely because services were not provided face-to-face, and requires reimbursement on the same basis as in-person services.

Permits deductibles, copayments, and coinsurance for telemedicine services only if they do not exceed amounts for equivalent face-to-face services, and prohibits different dollar maximums or durational limitations unless equally applied to all covered services.

Applies to insurance policies delivered or issued on or after July 1, 2013, with coverage changes, and to Medicaid plans if services would be covered through in-person consultation, including services originating from recipients' homes.

Requires the Department of Health to conduct an interagency study on telemedicine services and coverage including stroke diagnosis, high-risk pregnancies, premature births, and emergency services, with findings due to the Legislature by July 1, 2014.
