Amends section 287.058 of Florida Statutes to add a new requirement for state contracts exceeding the Category Two threshold amount.

Requires all call-center services provided under state contracts be staffed by persons located within the United States, including services performed by subcontractors.

Adds this call-center staffing requirement as a mandatory provision (section c) in written agreements for contractual services, with other existing contract provisions renumbered accordingly.

Allows departments to use purchase orders instead of written agreements if the required contract provisions are included in the purchase order or solicitation.

Takes effect July 1, 2013.
