Prohibits initiative and referendum processes regarding development orders and local comprehensive plan or map amendments, with limited exceptions for charter provisions lawful and in effect as of June 1, 2011.

Allows initiative and referendum processes for local comprehensive plan or map amendments only if they affect more than five parcels of land and are expressly authorized by specific charter language in effect on June 1, 2011; general charter provisions are insufficient.

Declares that any initiative or referendum process commenced after June 1, 2011, regarding prohibited subjects is retroactively deemed null and void and of no legal force or effect.

Repeals Section 4 of chapter 2012-75, Laws of Florida, relating to presumptions regarding agricultural enclaves, retroactive to June 30, 2012.

Takes effect upon becoming law.
