Appropriates $1 million from the General Revenue Fund to compensate L.T., a minor, through her permanent custodian Vicki McSwain, for injuries sustained due to negligence by Department of Children and Families employees.

Compensation addresses sexual abuse by foster care provider Eddie Thomas that occurred from October 2004 to December 2004, which DCF employees failed to prevent despite prior allegations and warning signs.

Remaining funds after attorney fees, lobbying costs, and medical liens (limited to 25 percent of total award) shall be placed in a special needs trust for L.T.'s exclusive use and benefit.

Settlement resolves litigation in which L.T. sued DCF employees Judy Mandrell, Lillie S. Pease, Jennifer Johnson, and Gayla Spivey for deliberate indifference to risk of sexual abuse under the Fourteenth Amendment.

Act takes effect upon becoming law and provides sole compensation for all present and future claims arising from the factual circumstances described in the bill.
