• Repeals s. 106.04, F.S. regarding committees of continuous existence; prohibits such committees from accepting contributions after August 1, 2013, and revokes their certification effective September 30, 2013.

• Authorizes committees of continuous existence to make unlimited contributions to political committees notwithstanding other contribution limits.

• Increases contribution limits to statewide candidates to $3,000 and removes limitations on contributions made to political committees.

• Creates new reporting requirements for individuals seeking elected positions on political party executive committees, requiring filings with county supervisors of elections before primary elections.

• Modifies campaign fund disposition rules, allowing certain elected candidates to transfer up to specified amounts to office accounts and retain up to $20,000 for reelection campaigns.

• Requires the Division of Elections to submit a proposal for a mandatory statewide electronic filing system for state and local campaign filings by December 1, 2013.

• Provides appropriations for the 2013-2014 fiscal year: $42,900 to the Florida Elections Commission and $85,000 to the Division of Elections, with an effective date of November 1, 2013.
