Extends Department of Children and Families licensing requirements to summer day camps and summer 24-hour camps, removing them from the general exemption for recreation camps.

Prohibits governmental agencies from regulating the religious curriculum or teachings of summer camps unless the health, safety, or well-being of a child is adversely affected.

Requires screening of all camp personnel including owners, operators, employees, and volunteers using level 2 background check standards, with exemptions for intermittent volunteers working less than 10 hours per month.

Defines summer day camps as recreational and educational programs for children ages 5 and older during summer vacation, and summer 24-hour camps as non-exclusively educational enrichment programs operated on a 24-hour basis during summer vacation.

Takes effect July 1, 2013.
