Amends section 110.1522 of Florida Statutes to require the Department of Management Services to develop a model rule for family support personnel policies in all executive branch agencies, excluding the State University System

Model rule must include provisions for flexible hour work schedules, compressed time, job sharing, part-time employment, maternity or paternity leave for newborns or newly adopted children, and paid and unpaid family or administrative leave

Requires the model rule to provide up to 12 months of leave for employees with a family member with a serious health condition, as defined by the Family and Medical Leave Act and its implementing regulations

Takes effect July 1, 2013
