Office of Program Policy Analysis and Government Accountability shall conduct a comprehensive review and evaluation of the Department of Elderly Affairs, including identifying the purpose, funding sources, and workload impact of each office, division, program, and function.

Review must assess whether the department can be reorganized to eliminate duplication and improve coordination, and determine if any functions could be performed more efficiently by another government unit.

Office shall consult with the Department of Elderly Affairs, Department of Agriculture and Consumer Services, Department of Financial Services, Agency for Health Care Administration, Department of Children and Families, Department of Health, Department of Economic Opportunity, and Justice Administrative Commission, with all executive branch agencies instructed and other state agencies requested to assist.

Office shall solicit input from interested stakeholders through interviews, surveys, or other appropriate methods regarding the review and evaluation.

Office shall submit a report with findings and recommendations by December 31, 2013, to the Governor, Legislature, appropriations committees, substantive committees, Legislative Auditing Committee, and Secretary of Elderly Affairs; bill takes effect July 1, 2013.
