Expands the definition of bullying to include cyberbullying and establishes that bullying can occur through data or computer software accessed at non-school locations if it substantially interferes with a student's ability to participate in school or disrupts the education process.

Defines "cyberbullying" as bullying through technology or electronic communication including email, internet communications, instant messages, and facsimile communications, as well as creating webpages or assuming another's identity online if such actions create bullying conditions.

Requires school districts to use computers without web-filtering software or with disabled web-filtering software when investigating cyberbullying complaints.

Mandates that school district policies include instruction for students, parents, teachers, administrators, counseling staff, and school volunteers on recognizing behaviors that lead to bullying and harassment and taking appropriate preventive action.

Takes effect July 1, 2013.
