Creates the Helen Gordon Davis Fair Pay Protection Act to address gender-based pay disparities that persist despite the 1963 Equal Pay Act.

Requires the Department of Economic Opportunity to conduct studies and provide information to employers, labor organizations, and the public on eliminating pay disparities between men and women.

Establishes the Governor's Recognition Award for Pay Equity in the Workplace to be awarded annually to Florida businesses that have made substantial efforts to eliminate gender-based pay barriers.

Designates the Department of Economic Opportunity and Commission on Human Relations as responsible for collecting wage information, ensuring state contract compliance with equal employment requirements, and investigating pay discrimination violations.

Takes effect July 1, 2013.
