Creates the Statewide K-12 Education Commission within the Department of Education to streamline and improve Florida's K-12 education system.

Commission consists of 21 members appointed to 4-year terms: 4 by the Governor, 4 by the President of the Senate, 4 by the Speaker of the House of Representatives, and 9 by the State Board of Education.

At least 11 members must be current school district employees (administrators and instructors from elementary, middle, high schools, and postsecondary institutions); remaining 10 members include retired educators, parents, nonpublic and charter school employees, community advocates, and school board members.

Commission must meet at least four times per year and submit annual reports beginning June 1, 2014, to the Governor, Legislature, and State Board of Education with recommendations for improving the education system.

During its first year, the commission focuses on educator performance and evaluation, student performance assessment measures, curriculum, student safety and welfare, bullying prevention, and student mental health.
