• Creates trafficking charges for knowingly selling, manufacturing, or possessing 10+ grams of specified phenethylamines, with mandatory minimum sentences ranging from 3 to 15 years depending on quantity.

• Establishes capital felony charges for manufacturing or importing 30+ kilograms of specified phenethylamines if death could result.

• Grants Attorney General authority to reschedule substances or delete substances from controlled substance schedules through rulemaking procedures under Chapter 120.
