Amends the definition of "blighted area" under section 163.340, Florida Statutes, to include land previously used as a military facility and adjacent to a county-owned zoological park

Allows an area meeting this new criteria to qualify as blighted without requiring two or more of the existing blighted area factors, if all applicable taxing authorities agree via interlocal agreement, agency agreement, or resolution

Maintains existing definition requiring substantial deterioration and two or more qualifying factors (such as defective infrastructure, property value decline, vacancy rates, crime rates, or building code violations)

Specifies that the definition applies to tax credits authorized under chapter 220
