Requires owners and operators of farmers' markets, community farmers' markets, flea markets, and other open-air markets selling fresh produce to allow authorized Food and Nutrition Service groups, associations, and third-party organizations to operate electronic benefits transfer systems to accept SNAP benefits

Prohibits the group, association, or third-party organization operating the electronic benefits transfer system from being another competing market

Market owners and operators must reasonably accommodate the implementation and operation of electronic benefits transfer systems for SNAP acceptance

Does not apply to markets that already have their own electronic benefits transfer systems and does not prohibit individual produce sellers from operating their own systems

Takes effect July 1, 2013
