Amends Florida Statute 212.0606 to define "car-sharing service" as a membership-based organization requiring an application or membership fee that provides member vehicle access.

Exempts car-sharing services from the rental car surcharge if vehicles are provided only at unstaffed locations, 24 hours per day, 7 days per week.

Requires car-sharing services to provide vehicle access only through decentralized automated means such as smartphone applications and electronic membership cards.

Restricts car-sharing vehicle usage to hourly or shorter increments for single trips only, with no additional charges for auto insurance and fuel included in the rental price.

Takes effect July 1, 2013.
