Appropriates $650,000 from the General Revenue Fund to compensate Yvonne Morton for injuries sustained in a January 2, 2007 vehicle collision caused by William Herbert, a Department of Health pharmacy inspector driving a state vehicle.

Morton, age 85 at the time of the accident, sustained multiple fractured ribs, scalp hematoma, central cord syndrome, and required neck surgery with metal hardware implantation, resulting in permanent wheelchair confinement and approximately $570,000 in medical expenses through July 31, 2009.

The Department of Health admitted liability and paid its statutory limit of $100,000 under section 768.28, Florida Statutes, and agreed not to oppose a claim bill for up to an additional $650,000.

Combined with the Department's $100,000 payment, the $650,000 appropriation provides sole compensation for all present and future claims arising from the accident.

Limits attorney fees, lobbying fees, and related costs to 15 percent of the award amount, or 25 percent if the claimant waives the limitation.
