HB 669 Summary

• Creates the School Bus Safety Camera Program authorizing district school boards to use cameras on school buses to enforce violations of s. 316.172 (failing to stop for school bus stop signal) through image and video evidence.

• Establishes a $250 fine for violations enforced under the program with fines distributed as: 25% to county, 35% to school district, 30% to General Revenue Fund, and 10% to Department of Education for school bus safety initiatives.

• Requires school boards to adopt a resolution and may contract with vendors and county sheriffs for camera installation, operation, and enforcement; sheriff's office must review images and issue notices of violation to registered vehicle owners.

• Provides exemptions from liability including emergency vehicle yield situations, law enforcement direction, vehicle in another person's care/custody, deceased owner, stolen vehicle, or if law enforcement officer already issued citation for same violation.

• Restricts issuance of license plates or revalidation stickers until outstanding fines are paid and takes effect July 1, 2013.
