Deletes the requirement that health insurers submit marketing communications and advertising materials to the Office of Insurance Regulation for prior review and approval before use.

Allows insurers to immediately begin using long-term care insurance advertising material upon filing with the office, subject to subsequent disapproval by the office.

Maintains the office's authority to disapprove advertisements within 30 days of receipt if they violate applicable law or commission rules, and to immediately cease use of disapproved material at least 30 days before the advertisement's date of use.

Amends section 627.6699 regarding small employer health benefit plans to clarify disclosure requirements to employer groups.

Takes effect July 1, 2013.
