Requires children under 19 years of age who apply for Florida Kidcare program eligibility through a qualified entity to be offered presumptive eligibility, subject to federal rules and regulations.

Mandates applicants receive reasonable notice of any changes in eligibility that may affect enrollment in one or more program components.

Requires cooperation between program components and affected families during transitions to promote continuity of health care coverage.

Directs each program component to establish reserves to ensure transfers between components are accomplished within current year appropriations.

Effective date: January 1, 2014.
