Changes the distribution of Florida Salutes Veterans license plate annual use fees from 10 percent to 20 percent for a direct-support organization, limited to a 48-month period after the organization's incorporation.

Requires all remaining fees to be deposited in the State Homes for Veterans Trust Fund, created in the State Treasury.

Designates the Department of Veterans' Affairs to administer funds for constructing, operating, and maintaining domiciliary and nursing homes for veterans.

Authorizes use of remaining fees for continuing promotion and marketing of the license plate, subject to chapter 216 requirements.

Takes effect July 1, 2013.
