Prohibits construction of new ocean outfalls for domestic wastewater and expansion of existing outfalls; limits discharge capacity to levels specified in permits effective July 1, 2008.

Requires all domestic wastewater discharged through ocean outfalls to meet advanced wastewater treatment and management requirements by December 31, 2018.

Mandates utilities with ocean outfall permits as of July 1, 2008, to install functioning reuse systems providing minimum 60 percent of baseline flow for reuse by December 31, 2025.

Prohibits ocean outfall discharge after December 31, 2025, except as backup discharge during periods of reduced reclaimed water demand or peak flows, subject to advanced treatment requirements.

Requires permit holders to submit detailed plans by July 1, 2013, including technical, environmental, and economic feasibility analyses, cost comparisons, and financing plans; requires plan updates by July 1, 2016.
