Amends s. 720.3086, F.S. to revise financial reporting requirements for residential subdivision developers and property owners who collect mandatory maintenance or amenity fees from lot or parcel owners.

Requires developers or owners to publish a complete financial report within 60 days after each fiscal year ends if mandatory fees received exceed $200,000, including total receipts and itemized expenditures.

Permits report distribution by mailing to lot or parcel owners, publishing in subdivision publications, or posting in prominent subdivision locations.

Exempts amounts paid to homeowner associations under chapters 617, 718, 719, 721, and 723, and amounts paid to local governmental entities including special districts from reporting requirements.

Effective date: July 1, 2013.
