Authorizes previously certified professional sports franchise facilities to receive an additional certification for facility improvements costing at least $80 million, if the franchise has operated for 15+ years and has a 15+ year lease remaining.

Requires applicants for additional certification to demonstrate that facility operations will generate at least $4 million in annual tax revenues and provide an independent engineering study of recommended renovations.

Limits additional certifications to facilities located in consolidated city-county governments, with the department certifying no more than one applicant under this provision.

Provides monthly distributions of $166,667 from sales tax revenues to applicants receiving additional certification, for use in acquiring, constructing, reconstructing, or renovating the facility.

Takes effect upon becoming law.
