• Revises notice and advertisement requirements for self-service storage facility and self-contained storage unit owners enforcing liens on tenant property, reducing publication frequency from "once a week for 2 consecutive weeks" to a single publication requirement.

• Establishes that if a rental agreement contains a value limit on stored property, that limit is deemed the maximum value of property in the unit.

• Authorizes storage facility owners to have a vehicle towed if the vehicle's title shows no prior lienholder, with owners bearing no liability for the vehicle or damage after the tow truck or car carrier removes it.

• Requires advertisements for property sales to include a description of the property, facility/unit address and tenant name, time/place/manner of sale, and specifies sales must occur at least 15 days after first publication.

• Takes effect July 1, 2013.
