Revises the definition of "continuing contract" for professional services to projects with estimated construction costs not exceeding $2 million or study fees not exceeding $200,000, and allows contracts with no time limitation provided they include a termination clause.

Defines "best value selection" as the selection of a firm or firms whose proposal provides the greatest overall benefit to an agency in accordance with formal solicitation requirements.

Grants agencies the right to reject any or all submissions received in response to public announcements under the competitive selection process.

Authorizes agencies to award contracts to multiple firms under the competitive negotiation process and permits the use of a discretionary best value selection process.

Requires agencies to adopt rules governing best value selection procedures, including a two-stage selection process where compensation cannot exceed 50 percent of total evaluation criteria weight, and grants agency heads authority to negotiate directly with the best available firm during declared state emergencies.
