Amends s. 163.506, F.S. to authorize neighborhood improvement districts to exercise additional powers including borrowing money, incurring indebtedness, financing and refinancing projects, pledging revenues and ad valorem taxes, and leasing or lease-purchasing property.

Grants neighborhood improvement districts the power to impose user fees and charges on district property.

Treats neighborhood improvement districts as community development districts for purposes of exemptions under ss. 190.044 and 190.021(6) and bond provisions under s. 190.016(4), (10), and (14).

Prohibits dissolution of a neighborhood improvement district until arrangements are made for payment of its debt.

Takes effect July 1, 2013.
