Amends rental agreement termination provisions to exclude government rent subsidies from waiver rules, requiring landlords to initiate action within 45 days of discovering noncompliance or lose the right to terminate.

Expands housing authorities' powers to develop and operate commercial projects providing essential goods and services (groceries, clothing, childcare, financial services, job training, laundry facilities) collocated with housing projects for low-income residents.

Prohibits housing authorities from using eminent domain to acquire property for commercial projects providing essential goods and services; revenues from such commercial projects must be used exclusively to upgrade housing conditions or preserve affordable housing.

Declares that access to essential commercial goods and services for low-income persons served by housing authorities is a public use and purpose, exempting real property used for these services from ad valorem taxes and special assessments.

Increases self-insurance fund threshold for public housing authorities from $4 million to $5 million in annual normal premiums; effective July 1, 2013.
