Establishes the Florida Innovative Libraries Grant program allowing eligible public libraries to apply to the Division of Library and Information Services for grants to expand innovative technology use in serving the public.

Requires the State Library Council to establish grant eligibility criteria based on demonstrated community need and alignment with federal Library Services and Technology Act purposes.

Mandates grant recipients submit quarterly, annual, and final reports detailing public use of innovative technologies, with all digital files and metadata made publicly available on a state website.

Creates a 7-member Statewide Innovative Libraries Task Force composed of two State Library Council members and five Governor-appointed representatives from homeless, technology, architecture, education, and small business sectors to develop a 10-year feasibility study due February 1, 2014.

Appropriates $15,000 in nonrecurring funds from the General Revenue Fund to the Department of State for fiscal year 2013-2014 to administer the task force; the act takes effect July 1, 2013.
