Extends the Agency for Health Care Administration's authorization to contract with prepaid dental health plans on a prepaid or fixed-sum basis from October 1, 2014 to October 1, 2017.

Limits prepaid dental health programs to Miami-Dade County only; for all other counties, the agency must allow qualified dental providers to offer services on a fee-for-service reimbursement basis.

Requires the agency to submit an annual report by January 15 to the Governor and Legislature comparing benefits utilization, encounter data, program costs, contract compliance, access to care impacts, and oral health indicators for the prepaid dental program.

Authorizes the agency to terminate existing contracts as needed to implement the fee-for-service dental services requirement in non-Miami-Dade counties.

Takes effect July 1, 2013.
