Amends Florida Statute 776.013 to exclude persons from "stand your ground" protections if they initiate an altercation, progressively disrupt the peace, or actively pursue another individual for any reason.

Requires immediate arrest and weapon surrender when a person claims stand your ground benefits in a fatal incident, with the weapon held in custody until judicial proceedings conclude.

Mandates the Department of Law Enforcement conduct formal investigations in all cases where stand your ground is claimed in fatal incidents, using procedures consistent with those for law enforcement officer shootings.

Requires the person to be held in custody by law enforcement until the Department of Law Enforcement investigation concludes that force was needed or charges are filed.

Takes effect July 1, 2013.
