Proposes an amendment to Article IV, Section 1 of the Florida Constitution to remove the Governor's authority to fill vacancies in county offices by appointment

Deletes language allowing the Governor to fill county office vacancies for the remainder of an appointive term or for an elective office term if less than 28 months remain

Allows county office vacancies to be filled as otherwise provided by law once this constitutional authority is removed

Requires submission of the amendment to Florida voters for approval or rejection at the next general election or at an earlier special election specifically authorized by law

Includes ballot language explaining that the amendment removes the Governor's constitutional power to appoint county office vacancy fillers
