Creates section 624.4212 of Florida Statutes to establish a public records exemption for proprietary business information submitted to the Office of Insurance Regulation related to insurer solvency.

Defines "proprietary business information" as information owned or controlled by an insurer or acquiring party that is treated as private, not readily ascertainable from other sources, and includes trade secrets, competitive information, merger details, bid information, internal audits, actuarial opinions, and enterprise risk reports.

Permits the Office of Insurance Regulation to disclose confidential information with insurer consent, court order, to the American Academy of Actuaries for disciplinary proceedings, to regulatory agencies and law enforcement with written confidentiality agreements, or in aggregated form without identifying specific insurers.

Establishes a sunset provision requiring the exemption to be reviewed and reauthorized by October 2, 2018, or it will automatically repeal under the Open Government Sunset Review Act.

Sets a contingent effective date of October 1, 2013, conditioned on passage and enactment of HB 821 or similar legislation in the same legislative session.
