Reduces the reporting deadline for controlled substance dispensing from 7 days to 2 days after the date of dispensing to the Department of Health's prescription drug monitoring program.

Removes the prohibition against funding for the prescription drug monitoring program from prescription drug manufacturers.

Maintains requirement that program costs be funded through federal grants or private funding, with the program contingent upon receipt of nonstate funding.

Takes effect July 1, 2013.
