CS/CS/HB 835 - Citizens Property Insurance Corporation

• Implements tiered ineligibility thresholds for personal lines residential structures from January 1, 2014, through January 1, 2019, progressively reducing dwelling replacement cost limits from $2 million to $500,000.

• Prohibits corporation coverage for major structures and substantial improvements seaward of coastal construction control lines or within the Coastal Barrier Resources System with permits applied on or after July 1, 2014.

• Reduces board of governors from nine to eight members and adds Governor-appointed consumer representative to advocate on behalf of consumers.

• Establishes Office of Inspector General and revises Office of Internal Auditor duties to enhance oversight, accountability, and fraud detection within the corporation.

• Subjects corporation to state agency purchasing requirements under s. 287.057, permits insurers to use corporation policy forms for 3 years without approval, and requires notice and protest procedures for procurement decisions.
