Allows individuals and organizations to offer online courses, including massive open online courses (MOOCs), to apply for state-level provider approval if courses are measured by statewide assessments and eligible for inclusion in district virtual instruction programs.

Permits certified adjunct instructors under section 1012.57 to teach online courses alongside Florida-certified teachers, expanding the pool of eligible instructors.

Exempts individual online course providers from certain approval requirements including regional accreditation, prior experience demonstration, and financial audit requirements that apply to full virtual instruction program providers.

Requires the Articulation Coordinating Committee to recommend by December 31, 2013, a funding model and financial accountability mechanism for online course providers; includes online courses in the statewide course numbering system and course code directory.

Mandates the State Board of Education adopt rules establishing online courses offered by approved providers as eligible for high school graduation credit.
