Allows physicians invited by accredited medical or surgical training programs or educational symposiums to obtain temporary certificates for limited privileges to provide educational training only.

Expands eligibility beyond plastic surgery to include "other medical or surgical" specialties and allows any medical or surgical society (not just plastic surgery organizations) to sponsor qualifying educational symposiums.

Reduces maximum validity period from 5 days to 3 days per year, with certificates expiring 1 year after issuance.

Limits the Department of Health to issuing no more than 6 temporary certificates (reduced from 12) per educational symposium or training program per calendar year.

Requires sponsoring organizations for foreign-trained physicians to provide a surety bond, certificate of deposit, guaranteed letter of credit, or proof of malpractice insurance coverage of at least $250,000.
