Extends Chapter 185 (municipal police officers' retirement trust funds) to consolidated governments formed by merging a county and one or more municipalities under the Florida Constitution.

Allows a consolidated government providing police services to a municipality within its boundaries to receive premium tax revenues reported for that municipality when an interlocal agreement is in effect.

Authorizes municipalities receiving police protection services from a consolidated government to enact an ordinance levying the tax as provided by law.

Applies the state excise tax on casualty insurance premiums (0.85 percent of gross premium receipts) to consolidated governments for properties within their boundaries receiving police protection services, regardless of separate incorporation status.

Takes effect July 1, 2013.
