Declares that importation of dogs and cats from outside the United States and uncontrolled breeding pose risks to animal welfare, human health, and agricultural interests in Florida.

Requires public and private animal shelters, humane organizations, and animal control agencies receiving taxpayer dollars to prepare and maintain records for the 3 preceding years covering: animals taken in by category (surrendered, stray, impounded, confiscated, imported), animal dispositions (adoption, reclamation, transfer, euthanasia), and feral cats recorded separately from other cats.

Mandates that facilities routinely euthanizing dogs based solely on size or breed must provide a written policy statement and include such euthanizations in total euthanasia percentage calculations.

Sets the maximum fee for public records copies at $1 per one-sided copy for facilities accepting taxpayer dollars.

Takes effect July 1, 2013.
