Creates section 189.414 requiring independent special districts with ad valorem taxing authority to obtain approval from appropriate local general-purpose government before building, improving, or expanding public facilities requiring public fund expenditure.

Single-county independent special districts must obtain approval from the county or municipality where the district is located or from the government that created it; districts serving areas extending beyond one government boundary must be approved by the county.

Requires each affected independent special district to include a representative from the appropriate local general-purpose government as an ex officio, nonvoting member on the district's governing board.

Exempts special districts for children's services under chapter 125, fire control districts under chapter 191, and hospital districts created by general law or special act from the approval requirements.

Effective date: October 1, 2013.
