Adds grounds for terminating parental rights if a court determines by clear and convincing evidence that a child was conceived through unlawful sexual battery under Florida law or similar laws in other states, territories, or Native American tribes.

Creates a presumption that termination of parental rights is in the best interest of the child if conception resulted from unlawful sexual battery.

Allows petitions to terminate parental rights under this ground to be filed at any time without standard time limitations.

Permits severance of parental rights of only one parent when the conception resulted from unlawful sexual battery, without requiring severance of the other parent's rights.

Becomes effective July 1, 2013, and applies retroactively to all unlawful acts of sexual battery occurring before, on, or after the effective date.
