Amends Florida Statutes section 1012.22 to authorize school districts to use advanced degrees in salary schedules if the degree is held in the individual's area of certification, is in the subject area currently being taught, or is identified by the district as relevant to school-based learning; advanced degrees may only be used as salary supplements.

Requires district school boards to adopt a grandfathered salary schedule for employees hired before July 1, 2014, with compensation based partially on performance and differentiated pay for factors including additional responsibilities, school demographics, and critical shortage areas.

Mandates adoption of a performance salary schedule by July 1, 2014, providing annual adjustments for instructional personnel and school administrators based on performance evaluations, with highly effective employees receiving greater adjustments than effective employees (50-75% of highly effective rate).

Establishes required salary supplements for activities including assignment to Title I eligible schools, schools with low grades, teaching in critical shortage areas, and additional academic responsibilities.

Takes effect July 1, 2013.
