Amends child support guidelines to require courts to consider time-sharing schedules and arrangements as a deviation factor when adjusting child support awards, with special calculation procedures when a parent exercises at least 20 percent of overnights.

Allows courts to treat a parent's failure to regularly exercise an agreed or court-ordered time-sharing schedule as a substantial change of circumstances justifying retroactive modification of child support to the date the noncustodial parent first failed to exercise the schedule.

Authorizes judges in family cases to take judicial notice of court records without prior notice to parties when imminent danger to persons or property has been alleged and prior notice is impractical, with opportunity to present evidence deferred and notice filed within 2 business days.

Creates an exception to the prohibition on using evidence other than verified pleadings or affidavits in ex parte hearings for temporary injunctions against domestic violence, repeat violence, sexual violence, dating violence, and stalking by allowing judicial notice under the amended evidence rules.

Effective July 1, 2013.
