Renames the statute from "Holocaust Victims Assistance Insurance Act" to "Holocaust Victims Assistance Act" and expands scope to include financial claims, assets, and other property beyond insurance policies.

Requires the Department of Financial Services to establish a toll-free telephone number in appropriate languages to assist persons recovering insurance claims, financial proceeds, or property owed to Holocaust victims and their heirs.

Mandates insurers doing business in Florida to report within 90 days and annually thereafter on efforts to identify legal relationships with international insurers that issued policies to Holocaust victims between 1920-1945, number and value of such policies, and status of all claims filed.

Removes the 90-day time limitation on insurer reporting and requires insurers to file updated reports if information changes or upon departmental request.

Revises the annual legislative report to include number of insurers with Holocaust-related policies, list of all claims paid/denied/pending, and a summary of claim processing timeframes by insurers.

Takes effect July 1, 2013.
