Amends Florida Statutes section 395.003 to allow specialty-licensed children's hospitals with pediatric cardiac catheterization and open-heart surgery services to provide cardiovascular services to adults with congenital heart disease previously treated as children or referred for specialized congenital procedures, without additional licensure.

Authorizes specialty-licensed children's hospitals with licensed neonatal intensive care unit beds to provide obstetrical services, including labor and delivery care, to up to 10 pregnant patients.

Restricts obstetrical services to pregnant women of any age with documented high-risk fetal characteristics or conditions, or documentation that the fetus may require at least one perinatal intervention.

Requires examining physician documentation supporting patient selection and treatment for obstetrical services.

Takes effect July 1, 2013.
