Authorizes Division of Hotels and Restaurants employees, sheriffs, deputy sheriffs, and police officers to search establishments and structures (excluding private residences) where alcoholic beverages are consumed or where licensed caterers are selling or serving alcoholic beverages to enforce the Beverage Law.

Permits authorized officers to enter and examine premises during daytime hours, and while premises are open at night during performance of official duties, to inspect beverages subject to taxation or manufactured/kept on the premises.

Establishes that refusing to admit officers or allow examination of beverages is a second-degree misdemeanor, as is forcibly obstructing officers or attempting to rescue seized property.

Requires caterers licensed under chapter 509 to consent to warrantless inspection and search of their places of business during business hours or whenever premises are occupied by accepting their license.

Takes effect July 1, 2013.
