Renames the Orlando-Orange County Expressway System as the "Central Florida Expressway System" and restructures governance to serve Orange, Seminole, Lake, and Osceola Counties effective July 1, 2013

Reduces the governing body from nine to five members, comprised of chairs from Seminole, Lake, and Osceola County boards of commissioners, plus the Orange County Commission chair and Orlando mayor as ex officio members

Prohibits the authority from spending funds for SunRail and requires electronic tolls collected from Orange County vehicles be used only for Orange County projects

Removes the requirement for municipal route approval before right-of-way acquisition and eliminates authority to waive payment and performance bonds for certain public works projects

Transfers all powers, governance, and control of the Osceola County Expressway System to the Central Florida Expressway Authority on July 1, 2014, and repeals Part V of Chapter 348 upon that transfer
