Creates section 849.0945, Florida Statutes, to establish a moratorium on new sweepstakes devices (electronic machines used in game promotions) effective July 1, 2013.

Allows operators using sweepstakes devices on or before July 1, 2013, to continue operating them if they file an affidavit with the Department of Agriculture and Consumer Services by August 1, 2013, including device locations and attestation of prior use.

Requires local governments to renew existing permits, licenses, or permissions for qualifying operators according to current ordinances, but prohibits issuance of new permits to operators not meeting the requirements.

Authorizes the Attorney General or state attorneys to seek injunctive relief against operators violating the section and preserves local governments' authority to otherwise regulate sweepstakes devices.

Automatically repeals the moratorium provision on July 1, 2015, and takes effect July 1, 2013.
