Prohibits stores from providing disposable plastic bags to customers at the point of sale, requiring only recyclable paper bags or reusable bags instead.

Defines recyclable paper bags as 100-percent recyclable containing minimum 40 percent postconsumer recycled material with no old growth fiber, and reusable bags as designed for minimum 125 uses with 15-liter volume capacity.

Requires stores to charge customers 10 cents per recyclable paper bag with no refunds allowed, and mandates minimum 50 percent of collected fees distributed to local school districts for educational purposes.

Applies to full-line retail stores with $2 million or more in annual sales and drug stores or supermarkets of at least 10,000 square feet; does not apply to produce bags or product bags.

Requires stores to submit quarterly reports to local government detailing bags provided, fees collected, and efforts to promote reusable bag use; becomes effective only upon local government ordinance adoption on July 1, 2013.
