Amends s. 943.0585, Florida Statutes, to add paragraph (d) allowing the Department of Law Enforcement to disclose contents of expunged criminal history records to the record subject or Parole Commission upon written, notarized request.

Prohibits expunction of criminal history records related to sexual offenses, child exploitation, human trafficking, and other specified predicate offenses for sexual predator or sexual offender registration.

Requires court orders for expunction of multiple arrests to explicitly articulate the intention to expunge records pertaining to more than one arrest, or criminal justice agencies may not expunge additional arrest records.

Mandates that expunged criminal history records in the Department of Law Enforcement's custody must be retained in all cases, kept confidential, and only disclosed upon court order or by written notarized request from the record subject.

Takes effect July 1, 2013.
